Community Philanthropy Update

Greetings Friend,

Each year, we ask community foundations across the country to participate in our CF Insights Annual Survey to inform our updated snapshot on growth trends across the field and build a broader understanding of community foundation business models. The latest snapshot, reflecting the activity of over 600 community foundations in fiscal year 2023 (FY23), is now live!

Among data covering assets, gifts, funds, and more, our latest report shows that: 

  • For the first time since CF Insights began reporting this data (FY 2008), community foundation giving ($18.7B) outpaced fundraising ($16.2B), following a second straight year of decreased fundraising and increased grantmaking. 
  • Despite decreases in gifts coming into community foundations, most in the field experienced year-over-year asset growth and positive investment returns. 
  • As in previous years, donor-advised funds (DAFs) were a significant source of fund activity among community foundations, mobilizing nearly 60% of all grant dollars that went out to communities.  

The report also gives detailed looks at the community foundation business models and how they differ, including how community foundations sustain their work through earned revenues, how much of their budgets are dedicated to their staff, and more. In addition, you’ll find several benchmarks in staffing, details on the activity of DAFs, and data on revenue mix to determine how your own community foundation compares to peers within your size cohort.

Legal Question of the Month with Staff Counsel Remy Barnwell

Question: Could you tell me the current variance language you are suggesting for charitable fund agreements?

Remy-Barnwell-1Answer: The appropriate language comes from Treasury Regulation 1.170A-9(f)(11)(v)(B)(1) which gives a community foundation’s board the power:

“To modify any restriction or condition on the distribution of funds for any specified charitable purposes or to specified organizations if in the sole judgement of the governing body…such restriction or condition becomes, in effect, unnecessary, incapable of fulfillment, or inconsistent with the charitable needs of the community or area served[.]”

Ask questions to dig deeper into how the makeup and performance of peer operating models can inform changes to your own, share how you’ve leveraged the CF Insights tool to inform any shifts in your community foundation’s operations, and more.
