Schools closing for summer vacation remind us that taking a break is necessary to refresh, refocus and spend time with loved ones. We’re taking this to heart at the Council, where our office will be closed from June 29 through July 3, for our annual summer Wellness Week.

What We're Tracking in DC

Budget Reconciliation 3.0 Outlook

House Republicans continue to consider a potential third reconciliation package, with some members pushing for the House to take up a bill before the August recess. While a blueprint or draft resolution could be released, the House and Senate would need to pass the same budget resolution to unlock the fast-track reconciliation process before the House could begin work to assemble a package.

Earlier this month, President Trump called for $350 billion in new defense spending and the inclusion of the Safeguard American Voter Eligibility (SAVE America) Act in a third reconciliation bill. In the Senate, some members, including Senate Majority Leader John Thune (R-SD) and Senate Finance Committee Chair Mike Crapo (R-ID), have expressed skepticism about the Senate’s ability to pass a reconciliation bill, as have some members of the House. Earlier this month, House Ways and Means Committee Chair Jason Smith (R-MO) stated that he would only support a bill that includes tax provisions.

Additional Updates

  • Giving USA released key findings from its annual report on charitable giving, “The Annual Report on Philanthropy for the Year 2025.” This year’s report found an increase in charitable giving in 2025, with total giving reaching $617.20 billion. Giving to foundations declined by 18.3%.
  • Earlier this month, the IRS Electronic Tax Administration Advisory Committee released its annual report to Congress. The report made recommendations on agency modernization, sustained and flexible funding, and streamlining the tax filing process by eliminating repetitive actions.
